Hawaii is similar to Utah in that there are no forms of legal gambling. Despite Hawaii being an excellent tourist destination that could also earn even more state income from travelers with mobile sports betting, there have not been any updates of note dating back to 2020.
- January 9, 2023: A bill is introduced by State Representative John Mizuno to make sports betting and poker legal.
- January 26, 2022: A bill (HB1973) is brought forward that would not consider sports wagering a game of chance or gambling, but it does not gain much support.
- 2020: A Hawaii sports betting bill, HB 1107 & SB 2571, dies at the committee stage. The proposal aimed to lead to regulated sports betting in Hawaii.

To make it into our top list, a mobile betting platform must be incredibly special. We evaluate and assess the overall performance of the best Hawaii sports betting apps, as well as the variety of betting features on offer.
Below are the most important factors we consider when testing the best sports betting apps in Hawaii.
Mobile Betting Experience
Your betting experience is important. If placing a wager is tedious and confusing, or there are difficult navigation and cumbersome layouts, betting won’t be an enjoyable experience. We spend a great deal of time testing an individual HI sports betting app to be sure the overall experience is exceptional.
Betting Apps
In the United States, offshore mobile betting apps are few and far between, which is unfortunate because dedicated real money betting apps are capable of supporting features that mobile-optimized websites cannot.
In the rare event, a sportsbook does offer an app – rather than just a mobile-optimized page – we evaluate the market range, accessibility, cashier processes, and more to determine the quality of the sports betting app in HI.
Mobile Betting Bonuses
One of the most enjoyable ways to begin mobile sports betting in Hawaii is to take advantage of a generous welcome bonus. We look at the bonus amount as well as the terms and conditions to see whether they are fair and have reasonable rollover requirements.
To be sure the sportsbook continues its promotional offerings, we test to see what bonuses are available to current bettors, too.
Live Mobile Betting & Streaming
You can wager on far more than just pre-match markets at Hawaii betting apps. We test the live sports betting capabilities of each platform by checking for responsive odds and fast betting mechanics.
Some operators even offer live streaming, which means bettors can wager on sports while watching the game unfold live. We check the quality of the streams and how many matches are covered.
Banking Options
The best Hawaii mobile sports betting sites must offer secure and reliable payment methods that are processed quickly. We test the range and reliability of the payments offered. Traditional bettors can typically find credit cards, debit cards, and wire transfers available, while more modern users can enjoy cryptocurrencies, eChecks, and eWallets like Skrill.
Customer Service
We hope it never happens, but things do go wrong sometimes. For example, a payment could get blocked or a bet incorrectly taken. However, the best Hawaii mobile sports betting sites offer 24/7 customer support to resolve any issue. We test the available channels and the quality and speed of service.
Our tests include checking every available channel, including email, live chat, phone support, and even social media response time.
Licensing & Security
Just because sports betting isn’t legal in Hawaii doesn’t mean you shouldn’t be secure and safe when playing at an offshore gambling site. The best offshore betting sites – like BetUS and Xbet – are fully licensed by reputable regulators like the Malta Gaming Authority.
Besides confirming the presence of a legitimate license, we also test for secure payment methods, mobile webpage encryption, and the addition of two-factor authentication.
Who Can Bet on Sports in Hawaii?
Sports betting is not legal in Hawaii, but you can use an offshore sportsbook to bet. To play on these sites, you must be 18 years of age or older.
How to Sign Up for a Hawaii Betting App & Mobile Site
It’s easy to sign up for a Hawaii mobile sports betting platform, and it shouldn’t take you more than a few minutes to go from sign-up to your first bet. While each bookie will have a different registration process, they are all quite similar once you get past the aesthetics.
Using BetUS as our example, we’ve created a basic guide to signing up and getting started with mobile sports betting in Hawaii.
Step 1. Sign up for an Account
Simply hit “Join” from the BetUS homepage to begin creating your new account for sports betting in HI. This will lead you directly to the sign-up page.
Step 2. Enter Your Details
To create your new BetUS betting account, you’ll be asked to fill out your personal information, which will include your name, address, and mobile number, and you’ll be able to create a password.
Step 3. Claim Your Welcome Bonus
During the sign-up process, you’ll be asked to claim your welcome offer. There will almost always be several welcome offers available, such as a sport, casino, or even an exclusive cryptocurrency bonus. If you don’t want to claim a bonus, you can always opt out too.
Step 4. Place an Initial Deposit
To receive your welcome bonus and begin betting, you must first make a real money deposit. After you’ve selected your welcome offer, you’ll be directed to the deposit screen. You’ll notice the promo code for your chosen bonus is already inputted for you.
Select a deposit method by tapping your preferred method for the available options presented, and you will be directed to a payment gateway. Simply follow the prompts to complete the transaction.
Step 5. Place your Wagers
Now that you’re all set up, it is time to place those first bets. With most payment methods supporting instant deposits, you should be ready to bet straight away. Select “Sportsbook” to see all the events that you can bet on while selecting Live Betting will reveal any available in-play events.
Hawaii Betting Apps & Mobile Sites for iPhone & Android
Both iOS and Android devices, such as iPhone, Samsung, and Chromebooks, are supported by the best betting apps and websites in Hawaii. There is very little difference between the apps on each operating system, and most bettors will likely be using the mobile-optimized webpage – which is the same on both device types.
iPhone
Hawaii mobile betting apps and websites are available via your browser or the App Store. This includes iPhones and iPads. Most betting apps in Hawaii will often require the most recent version of iOS, but the mobile-optimized website should work on any iOS device from the iPhone 7 or above.
Android
In the rare event that your preferred bookmaker offers a sports betting app in Hawaii, it is unlikely you’ll be able to download it from Google Play. Google frowns upon gambling apps, and most bookies will simply offer an APK file on their homepage. You can download this file easily, and your phone will handle the installation.
You can also gamble using the mobile-optimized web page using your preferred browsers, such as Chrome or Firefox. Using the browser page is well-suited for older device types, too.
Mobile Site vs. App for Betting in Hawaii
Sometimes, you’ll find that you have to decide between accessing your favorite sportsbook via a mobile webpage or by downloading a Hawaii betting app. Both Hawaii sports betting apps and their mobile browser counterparts come with their own set of benefits, but the choice will ultimately be based on personal preference.
Mobile Site
Hawaii sports betting sites are easy to use and are usually faster and more responsive than Hawaii betting apps. Accessed from your mobile browser, you can also bookmark the website within your browser to save yourself from inputting the URL every time you want to place a bet.
What we like:
- More supported devices
- No downloads
- No need for updates
- Offered by all top Hawaii betting sites
What we don’t:
- No Touch ID
Mobile App
Hawaii sports betting apps are dedicated pieces of software that are perfectly designed for mobile betting and offer several unique features – such as biometric security – that a web page cannot.
However, Hawaii sports betting apps are rare, as most operators prefer to offer a mobile-optimized webpage instead.
What we like:
- Dedicated betting software
- Additional security features
- Optimized for specific operating systems
- Lower internet bandwidth
What we don’t:
- May not be supported by older devices
- Needs to be updated
How to Create a Betting App for a Hawaii Sportsbook
Instead of a dedicated betting app, most Hawaii betting sites only offer a mobile-optimized web page. This doesn’t mean you can’t get the mobile app experience, though. You can also create Hawaii betting apps of a sort using a special feature of your mobile browser.
We use an iPhone for our example, but the process on an Android phone is much the same.
Step 1: Access the Betting Site Homepage
Use the browser app on your mobile device to go to the Hawaii online sportsbook of your choice — for the majority of iPhone users, this will be Safari, but many other browsers are supported, too.
Step 2: Open the Browser Menu
Look for the Browser menu at the bottom of your browser. Of course, we’re talking about the browser, not the website. To go to the menu, simply tap.
Step 3: Select Add to Home Screen
Simply press the Add to Home Screen button, and a shortcut to the Hawaii mobile sports betting site will appear in your app list and be added to your iPhone’s home screen. It’ll appear as an icon, and, for most Hawaii sports betting apps, it’ll look like the bookie’s logo.
Step 4: Rename and Move the App
You can even choose to rename the betting site link and relocate it to a location of your personal preference.
Step 5: Start the App with One Tap
Instead of using your mobile browser to access the Hawaii mobile sports betting site, you can now simply click on the icon you just made to be directed to the betting site’s homepage straight away – just like a Hawaii sports betting app.
Is Mobile Sports Betting Legal in Hawaii?
Unfortunately, the Aloha state has some of the strictest gambling laws in the United States. This extends to mobile sports betting, which is illegal. Attempts have been made to legalize online sports betting, but no bills have ever passed. With the introduction of HB 344, there are still attempts at legalization being made, although it seems Hawaii is some way off just yet.
Fortunately, since no law specifically outlaws the use of offshore betting sites, many Hawaiian residents rely on them to bet on sports. These offshore betting sites effectively operate in a legal grey area in which Hawaii authorities appear happy enough to leave players alone.
While you’re unlikely to face any legal issues playing at offshore gambling sites, you will do so at your own risk.
When Will Betting Be Legal in Hawaii?
Although there have been persistent bills being put forward, most have struggled to make it through to an important vote. With a different approach in 2023, there’s still no telling when sports betting will be legal in Hawaii.
Hawaii Sports Betting Bills
2023
- HB 344: This bill challenges lawmakers to combat illegal gambling in Kalihi. It does not mention slot machines, casinos, license numbers, or other criteria but instead argues for small poker clubs with legal sports betting to lay the foundations for further legalization.
2022
- HB 1815: This bill sought to administer and regulate online sports betting statewide. It died quickly upon introduction.
- HB 1962: Another bill fails, this time in an attempt to legalize casino gambling.
- HB 1973: Trying a different approach, HB 1973 attempts to legalize sports betting by stating that “sports wagering shall not be considered games of chance or gambling.” Perhaps unsurprisingly, it dies too.
2020
- SB 2751: This bill was introduced to set up a task force to examine how much money could be made for the state on sports betting. It died in the Senate committee phase.
- HB 1107: If passed, this bill would have created the Hawaii Sports Wagering Corporation, legalizing sports betting. It died in the House committee phase.

Types of Hawaii Mobile Betting Bonuses
Hawaii betting apps will offer many different promotions and bonuses to both new players and current users. There is an abundance of different bonus types to look out for, so we’ve gone ahead and identified some of the most popular bonuses offered by Hawaii sports betting apps.
Welcome Bonuses
When a new user registers for the first time at a Hawaii sports betting app, the welcome offer is the first bonus they will receive. This bonus is almost always a matched deposit bonus and usually the most lucrative offer you’ll ever be offered.
A welcome bonus is exclusively offered to new players. A match deposit bonus is an offer in which your real money deposit is matched with bonus funds provided by the bookie.
For example, a welcome bonus of 100% up to $1,000 would see a $200 deposit receive an additional $200 in bonus funds. A $1,500 deposit would only receive the maximum amount of $1,000.
Existing Customer Promotions
Customers who bet at HI betting apps or websites regularly can claim bonuses, too. Reload bonuses, cashback awards, free bets, and other promotions are offered every month at sports betting apps in Hawaii.
The reload bonus is the most common offer and acts the same as a regular matched deposit bonus. Cashback offers allow bettors to recoup some losses while betting on a particular event or period. Just head to the promotions section of your chosen sports betting site in HI to see what’s on offer.
No Deposit Bonuses
The no deposit bonus is a very special offer that – unlike ordinary bonuses – requires no deposit. This offer isn’t often available at Hawaii betting apps, at least not during the original registration. However, there are several forms of a no deposit bonus, such as cashback and loyalty offers, which are more common.
HI sports betting apps are more likely to be offered ahead of a major sports event, such as the FIFA World Cup, NFL Super Bowl, or MLB World Series. Some VIP programs offer ways of obtaining no deposit bonuses through tiered points systems.
Free Bets
Free bets (or risk-free bets) are sometimes made available on mobile betting apps. These are just small bets in which the sportsbook covers the stake. If the bet is a winner, you’ll keep any winnings minus the stake.
There are numerous ways to pick up a free bets offer, including VIP program gifts, standard deposit bonuses, and in some cases, by meeting specific criteria – such as placing enough qualifying bets on a particular event, sport, or bet type.
Popular Sports for Online Sports Betting in Hawaii
As an island in the Pacific Ocean, Hawaii has always been a tough sport for sports teams. There is the University of Hawaii, but that’s it.
However, there are plenty of professional sports fans in Hawaii, so here, we will cover all the top betting methods.

Golf Betting in Hawaii
Bovada offers excellent value on golf as the more favored golfers usually get a bit of a bump in terms of odds. With golf, you will bet on an outright winner and top-five, 10, 15, and 20 finishes.
Horse Racing Betting in Hawaii
It should come as no surprise that there are no racetracks for horse racing in Hawaii. Here, you will bet on things such as win, place, show, exacta, daily double, and more on races all around the world.
