North Carolina sports betting is legal and has been since June 14, 2023, when House Bill 347 was signed into law by Governor Roy Cooper. HB 347 legalizes online wagers on pro, amateur, and collegiate sports in NC, plus horse racing. January 2024 –  It is confirmed that sports betting will arrive in North Carolina in March 11 – a month after the Super Bowl which was a targeted date.

Scheduled for 2024 – Fanatics Sportsbook will launch in North Carolina when online sports betting is launched thanks to a partnership with the Carolina Hurricanes NHL team.

Due in 2024 – FanDuel will come to North Carolina due to a partnership with the PGA Tour. The PGA Tour is due to stop twice in NC in 2024.

Dec 2023 – The North Carolina Lottery Commission amended rules so sports betting operators are allowed to work with affiliates as well as sponsor venues and teams.

Dec 2023 – 14 online sports betting operators apply for a license to operate in North Carolina.

June 2023 – House Bill 347 is signed into law by the governor. Sports betting is earmarked to start between January 8 and June 14, 2024.

North Carolina Senate – Bills and Motions

2021-2022

Senate Bill 38 – This bill was introduced to launch online and mobile sports betting in North Carolina. It would have increased the sportsbook license fee from $500,000 to $1 million. The bill was supported by six Republican senators, Sen. Jim Perry, Sen. Michael Lazzara, Sen. Todd Johnso, Sen. Danny Britt, Sen. Kevin Corbin, Sen. Vickie Sawyer, and one Democrat, Sen. Benjamin Clark. It passed a house vote but was sent back to the rules committee where it died.

Senate Bill 688 – A modified version of SB68, it was introduced to allow for the regulation and taxing of sports betting in North Carolina. The bill allowed for up to 12 sports betting operators in the state. It would have also set up the North Carolina Major Events, Games, and Attractions Fund which would benefit from the taxes raised by sports betting.
This bill failed to pass in the House of Representatives by one vote. It was sponsored and supported by largely Democrat senators such as Sen. Paul Lowe, Rep. Sarah Crawford, Sen. Kirk deViere, Sen. Milton Fitch, Sen. Michael Garrett, Sen. Natalie Murdock, Sen. Wiley Nickel, Sen. DeAndrea Salvador, and Sen. James Woodard. Some Republican senators also put their names on the bill such as Sen. Jim Perry, Sen. Kathryn Harrington, Sen. Todd Johnson, Sen. Michael Lazzara, Sen. Thomas McInnis, and Sen. William Rabon.

North Carolina House of Representatives

2023-2024

House Bill 347 – On June 7 2023, The North Carolina House of Representatives successfully voted through the bill that launched regulated sports betting in North Carolina. Gov Roy Cooper signs this bill into law a week later on June 14 2023. Regulated sports betting and horse racing betting in the Tar Heel State is set to go live in between January 8 and June 14, 2024. It was supported by a huge mix of Republican and Democrat representatives.
